Purpose of Job

To coordinate the overall technical aspects of the development plan of PANVAC. 
 

Main Functions

•    To coordinate the overall technical aspects of the development plan of PANVAC.
•    To control and manage the staff, the facilities, the equipment, the supplies and the expenditures of PANVAC
•    To provide international quality control service to maintain PANVAC as a leading continental authority in veterinary vaccines qualify control in Africa. 
•    To maintain PANVAC’s central role in veterinary vaccine materials standardization in the continent.
•    To promote, in the continent, the standardization of quality control methods for priority vaccines for Africa.
•    To coordinate the harmonization of standards for registration of veterinary vaccines and certification of vaccine manufacturing facilities in Africa, 
•    To promote, in vaccine and diagnostic veterinary laboratories, the standardization of biosafety and biosecurity to prevent accidental release or intentional misuse of pathogens.
•    To provide expert advice and guidelines to National and Regional Authorities (National quality control laboratories, Veterinary Services and AU/IBAR) on vaccine norms, quality control requirements and usage.
•    To organize training, technical support and information services for vaccine production laboratories, quality control laboratories and National quality control authorities for veterinary biological reagents
•    To promote the regional production and standardization of biological reagents used for animal disease diagnosis and surveillance
•    To promote veterinary laboratories external quality audit and accreditation.
•    To implement PANVAC’s resources mobilization policy, with a special emphasis on its cost recovery scheme for services rendered.
•    To arrange appropriate linkages with the relevant national and international reference laboratories or centers as the primary sources of vaccine technologies, standards and reference reagents
•    To coordinate PANVAC’s communication program.
•    To ensure overall management of the PANVAC: personnel, budget, performance, quality, discipline, training, in conformity with relevant rules and procedures of the African Union;
•    To submit of annual work plan, periodic and mission reports to AU;  
 

Specific Responsibilities

 •    Manage the preparation of annual reviews of the Strategic Plan as well as quarterly internal reviews and Treasury reports on progress on the annual Outcomes & Business Plan. 
•    Determine and implement key performance indicators (KPIs) to evaluate operational performance outcomes and program progress to contribute to the achievement of the long-term strategy. 
•    Foster a culture which drives and encourages high performance, collaboration, agility and accountability in the delivery of PANVAC’s strategy.
•    Lead, motivate and mentor the team, monitoring performance, fostering ongoing professional development and ensure staff have the knowledge and skills to achieve their work objectives in alignment with PANVAC’s values
•    Perform other tasks as may be assigned by the supervisor. 
 

Academic Requirements and Relevant Experience

•    Diploma of Doctor of Veterinary Medicine and PhD in at least one of the following fields: bacteriology, virology, immunology and molecular biology
with ten (10) years' professional experience in managing activities in vaccine and research for the development of serological and molecular diagnostic tests in the field of animal health
•    Experience in the development and management of policies and the implementation of disease control strategies for the sustainable strengthening of animal production systems at national and international level
•    Experience in biological risk management: biosafety and biosecurity.

Required Skills

•    Working knowledge of policy analysis and development and programmed/project management, implementation and monitoring.
•    Experience in developing and conducting training workshops and supervising the research activities of master's and doctoral students       
•    Management experience, excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment.       
•    Excellent writing and reporting skills.              
•    Good planning, organizational, communication and negotiation skills.

 TENURE OF APPOINTMENT:

The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

LANGUAGES:

Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory and fluency in another AU language is an added advantage

REMUNERATION:

Indicative basic salary of US$ 50,746.00 (P5 Step1) per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$ 26,208.00 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
