Purpose of Job

Coordination of program development and implementation, and management of Office’s administration
 

Main Functions

•    Manage the work of African Union CIEFFA (AU CIEFFA) and supervise direct reports to ensure their effective performance as per organization’s performance management policy and system; 
•    Design strategies and policies consistent with the Office’s goal in order to address the pertinent issues in the relevant area; 
•    Contribute to the development of the CIEFFA business continuity plan and ensure implementation at division level; 
•    Manage risk within CIEFFA and recommend mitigation strategies 
•    Design and plan policy programs to achieve the strategies; 
•    Develop new and review activities as components of the strategies and policies; 
•    Address problems in arising to current approaches to relevant area. 
•    Engage stakeholders within Members States and RECs in designing and implementing strategies; 
•    Represent the organisation and explain its position at conferences;  
•    Mobilise funding from all donors to use to execute strategies and activities. 
•    Contribute to the preparation of periodic financial and budget execution reports and monitor budget execution at division level. 
•    Create an inspiring work environment to enable staff development and professional progression.
 

Specific Responsibilities

•    Overall supervision and coordination of the implementation policy, programs, and projects; 
•    Coordinate the Continental legal and institutional background of girls’& Women’s Education;
•    Mainstream the Gender dimension within the Strategic Objectives of CESA 16-25 (Continental Education Strategy for CESA;
•    Leading the process of CIEFFA multi-years Strategic Plan with their KPIs (Key Performance Indicators);
•    Guiding & Supervise CIEFFA’s Communication Strategy and other advocacy; Tools such as the #AfricaEducatesher Campaign and publications on Girls & Women’s Education;
•    Advocate for more inclusive gender-responsive education policies and programs and their implementation at continental & national levels.
•    Coordinate the continental Reporting & Evaluation Mechanism Framework on Girls & Women’s Education in partnership with relevant stakeholders;
•    Coordinate with relevant partners to develop Gender-Friendly training tools on STEM & TVET;
•    Coordinate and lead the process of CIEFFA Strategic Plan and mobilize resources for its implementation;
•    Coordinate the formulation and submission of periodic reports to ESTI Management
•    Ensure Girls & Women’s Education Agenda is covered in various AU Flagship Project on Human Resource, Human Rights, on Gender Equality & Equity and on Children Welfare. 

•    Liaison with other AUC Departments and Organs on Education, on Gender and Human Rights programmes amongst other cross-cutting thematic areas;
•    Overall management of the human and financial resources; 
•    Reinforcement of relationship with strategic development partners
•    Perform other related tasks and related responsibilities as assigned by the 
 

Academic Requirements and Relevant Experience

Master’s Degree in Education, Human Rights, Gender, Management & Policy Development, Social and humanities Sciences or other closely related fields, with twelve (12) years of postgraduate relevant work experience in Education, Human Rights, Management & Policy Development, Social and humanities Sciences,  in African countries, including experience working on Girls’ and Women’s Education program or policy management with a knowledge of the context of the CESA 16-25,  Decade of Education for Africa, out of which seven (7) years at managerial level and (5) years must have been served at a supervisory level.

•    Ability to draft conceptual and detailed reports/papers and review/edit the work of others.

•    Ability to understand and supervise periodic budgetary and financial reporting & procedure.
•    Ability to validate all payments of expenses for the institution
•    Ability to understand administrative and financial implication procedure of contracts and procurement;

•    Proficiency in one of the AU officials working languages (French, English, Portuguese, Arabic, and Spanish); fluency in another AU language(s) is an added advantage

TENURE OF APPOINTMENT:

The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

REMUNERATION:

Indicative basic salary of US$ 50,746.00 (P5 Step1) per annum plus other related entitlements e.g. Post adjustment (55% of basic salary), Housing allowance US$ 22,320.00 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
