Purpose of Job

The Contingent Owned Equipment (COE) Officer reports to the Chief of Administrative Services and supports the implementation and management of the Mission’s Contingent Owned Equipment (COE) and Memorandum of Understanding (MOU) programme in accordance with AU policies, procedures, and applicable reimbursement frameworks. The incumbent assists in coordinating inspections, verification, monitoring, and reporting related to contingent-owned equipment and self-sustainment provided by Troop and Police Contributing Countries (TCCs/PCCs) deployed to AUSSOM. The Officer contributes to ensuring operational readiness, accountability, compliance, and effective logistical support in a complex and high-risk field mission environment.

Main Functions

•    Supports the implementation and management of the Mission’s COE and MOU programme in accordance with AU policies and procedures.
•    Conducts and supports arrival, operational readiness, periodic, and repatriation inspections of contingent-owned equipment and self-sustainment capabilities provided by TCCs/PCCs.
•    Monitors compliance of contingent-owned equipment and self-sustainment arrangements against agreed MOUs.
•    Supports the preparation of verification reports, inspection schedules, reimbursement-related documentation, and responses to audit observations relating to COE matters.
•    Maintains accurate and up-to-date COE records, databases, and equipment verification information, including relevant electronic management systems.
•    Contributes to ensuring operational readiness, accountability, and effective logistical support for deployed mission contingents in a complex field mission environment.

Specific Responsibilities

•    Supports the planning and conduct of Arrival Inspections, Operational Readiness Inspections (ORI), Repatriation Inspections, and periodic verification inspections of military and police contingents in accordance with applicable AU COE/MOU policies and procedures.
•    Assists in verifying that contingent-owned equipment and self-sustainment capabilities provided by TCCs/PCCs comply with agreed MOUs.
•    Participates in inspection activities to assess the operational condition, serviceability, and accountability of major equipment, minor equipment, and self-sustainment services.
•    Supports the preparation and consolidation of Verification Reports (VRs), inspection findings, reimbursement documentation, and related correspondence for review by the Mission leadership.
•    Maintains accurate and up-to-date records of contingent-owned equipment, deployment locations, inspection results, and self-sustainment capabilities within relevant COE databases and electronic management systems.
•    Assists in briefing TCCs/PCCs on COE procedures, inspection requirements, reimbursement frameworks, and self-sustainment obligations applicable to AUSSOM operations.
•    Coordinates with Mission support components, military, police, and civilian personnel to facilitate inspection activities and follow-up actions relating to COE compliance matters.
•    Assists in monitoring and reporting cases of loss, damage, deficiency, or non-compliance relating to contingent-owned equipment and self-sustainment arrangements.
•    Supports the scheduling and coordination of inspection activities across Mission sectors and deployment locations in accordance with operational requirements.
•    Contributes to audit responses, compliance reviews, and information management activities relating to COE and MOU implementation.
•    Maintains proper filing, archiving, and record management of COE documentation in line with Mission administrative procedures.
•    Performs any other duties as assigned by the supervisor

Academic Requirements and Relevant Experience

•    Master’s degree (Bac +5) in Logistics, Supply Chain Management, Business Administration, Operations Management, Transport Management, Engineering, Fleet Management, Public Administration, or a related field with a minimum of two (2) years of relevant professional experience in logistics, COE management, military or police logistics support operations, or field mission support operations.

Or
•    Bachelor’s degree (Bac +3) in Logistics, Supply Chain Management, Business Administration, Operations Management, Transport Management, Engineering, Fleet Management, Public Administration, or a related field with a minimum of five (5) years of relevant professional experience in logistics, COE management, military or police logistics support operations, or field mission support operations.
•    Experience in AU, UN, or other international field missions, particularly in conflict or post-conflict environments, is desirable.
•    Experience in the implementation and management of COE and MOU systems is desirable.
•    Experience conducting Arrival Inspections, ORI, periodic inspections, and Repatriation Inspections of formed military or police units is desirable.
•    Experience in logistics coordination, asset verification, operational sustainment, and inspection reporting in complex field mission environments is desirable.
•    Experience in the use of e-COE systems or similar logistics and asset management databases is an added advantage.
•    Certification or specialized training in logistics, COE management, inspection procedures, or supply chain operations is desirable

Required Skills

•    Ability to provide logistics and supply chain support services in complex, volatile, conflict, or post-conflict environments.
•    Good knowledge of COE and MOU systems and procedures, including field implementation and verification processes at mission level.
•    Ability to conduct inspections and verification of major equipment, minor equipment, and self-sustainment capabilities in accordance with established standards and procedures.
•    Familiarity with reimbursement frameworks, inspection reporting procedures, and asset accountability mechanisms.
•    Ability to analyze logistics and inspection data and prepare accurate reports and verification documentation.
•    Ability to coordinate effectively with military, police, and civilian components, as well as TCCs/PCCs and other stakeholders.
•    Good planning, organizational, and problem-solving skills.
•    Ability to work effectively under pressure and in high-risk field mission environments.
•    Proficiency in the use of e-COE systems, logistics databases, and standard Microsoft Office applications.
•    Strong communication, drafting, and interpersonal skills.

TENURE OF APPOINTMENT:
 
The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:
Indicative basic salary of US$ 76,908.58 per annum P2 (Step 5) locally recruited staff of the Commission.
