Purpose of Job

The African Union Commission (AUC) has secured funding from the European Union for the implementation of the Natural Disaster Risk Reduction Programme through the Intra-ACP 11th EDF. The programme intends to strengthen disaster risk governance for resilience in African regions and countries to contribute to creating enabling policy environment that will facilitate implementation of DRR Programmes in RECs and Member States. 

The AUC is responsible for the overall continental coordination of the programme implementation which include the strengthening Disaster Risk Governance for Resilience in African Regions and Countries through facilitation of capacity building for RECs and Member States, reinforcing and operationalization of the implementation continental monitoring and reporting framework, prudent management of financial resources, and monitoring and evaluation.

Main Functions

Under the direct supervision of the DRR Technical Coordinator, the Programme Assistant :
•    Support programme development, planning, and implementation.
•    Assist in organizing workshops, conferences, and meetings.
•    Coordinate data collection, analysis, and reporting.
•    Facilitate communication with Member States, partners, and stakeholders.
•    Provide administrative, procurement and logistical support.
•    Assists in preparation of financial documents and reports and perform various clerical duties. 

Specific Responsibilities

•    Assist in the preparation of periodic Financial Statements;
•    Assist to maintain and generate accurate financial records, in line with the AU Financial Rules and Regulations and International Public Sector Accounting Standards (IPSAS);
•    Analyze all financial supporting documents received and ensure their proper filing 
•    Reconcile receivables and payables from DRR programme;
•    Review of the financial documents and ensure that all payments, receipts and adjustments under are adequately supported;
•    Assists with preparation of information and documentation for external and internal audits;
•    Assist on preparation of responses to audit queries and assist in the implementation of audit recommendations;
•    Prepare payment and ensure all documentation is available and payments are done in accordance with AU Rules and Regulations;
•    Participate in DRR Programme Management Unit (PMU) meetings;
•    Support in facilitating training on grants management;
•    Perform any other related duties assigned by supervisors.

Academic Requirements and Relevant Experience

•    Bachelor’s degree in accounting or finance, with two (2) years’ of professional work experience in the areas of accounting/finance. 
•    Experience should be in program management, preferably in providing support in project planning, coordination and implementation.
•    Demonstratable experience working with standard software (Word, Excel, Access, and PowerPoint) 
•    Possession of professional qualification/certification will be considered as an advantage.
•    Proficiency in one of the AU working languages is required, fluency in another AU language and or French in particular is an added advantage.

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

LANGUAGES:
Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory and fluency in another AU language is an added advantage


REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 75,024.13 (P1 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 56,563.87 inclusive of all allowances for locally recruited staff of the African Union Commission.
