Purpose of Job
The Political Officer (P2) provides analytical, coordination and representational support to the AU Permanent Representative to the League of Arab States (LAS). The Officer contributes to strengthening Africa–Arab cooperation through political liaison and joint initiatives between the AU Commission (AUC) and the LAS Secretariat. The incumbent ensures policy coherence between the AU and LAS in areas of peace and security.
Main Functions
• Provide technical support in the following up on the activities of the Mission, including monitoring and evaluating progress made in line with a predefined strategic plan.
• Suggest new and expand on existing policy areas for planned research.
• Contribute in conducting analysis and generate accurate reports in a timely manner for the respective Unit/Division and AU’s internal use.
• Provide support in setting the overall research direction of a relevant policy area.
• Responsible for the execution of defined research areas, as assigned by the supervisor.
• Participate in the organisation of relevant meetings, congresses and conferences with stakeholders.
• Engage with relevant mid-level stakeholders and develop working relationships. Support the promotion of the activities of the Mission including preparing leaflets, guidelines and fact sheets.
• Engage in drafting reports and participate in the preparation of budget and work programmes related to the functioning of the Mission.
• Provide technical support to internal and external stakeholders
Specific Responsibilities
A. Political Analysis:
• Monitor and analyze political and social developments in the Arab region and their implications for Africa–Arab relations.
• Conduct research and draft analytical briefs, background papers, and situation reports on key developments affecting AU–LAS cooperation.
• Provide technical input and analytical content for reports, speeches, and statements of the AU Permanent Representative.
• Develop policy papers linking Africa’s peace and security to LAS member state interests and global frameworks.
B. AU–LAS Cooperation and Inter-Agency Liaison:
• Support implementation of the Africa-Arab Joint Action Plan and joint work programmes, with a focus on peace, security and political cooperation.
• Serve as liaison between the AU Commission’s relevant departments (ETTIM, Political Affairs & Peace and Security) and LAS technical departments to ensure regular coordination and follow-up on agreed activities.
• Facilitate preparation of joint events such as Africa–Arab Summits, Joint Ministerial and Senior Officials Meetings and specialized technical sessions.
• Track progress of AU–LAS cooperation frameworks and contribute to periodic progress reports for submission to AUC Headquarters.
C. Representation and External Relations:
• Support the coordination of the Group of African Ambassadors in Cairo. Plan, organize and provide substantial servicing for meetings, conferences, and seminars at the level of the Group of African Ambassadors in Cairo.
• Represent the AU Office in technical or preparatory meetings with the LAS, UN agencies and diplomatic missions as delegated by the Permanent Representative.
• Draft talking points, notes verbales and meeting summaries for engagements with LAS, member states and external partners.
• Contribute to public diplomacy, communication, and outreach activities that enhance AU visibility within LAS structures and among Arab regional organizations.
• Liaise with national authorities, diplomatic missions, civil society actors, and regional/international organizations to facilitate dialogue and cooperation.
D. Administrative and Logistical Functions:
• Support the drafting of the Mission’s work plans, budgets, and periodic reports.
• Coordinate logistical and substantive preparations for missions, meetings, and side events.
• Ensure accurate filing and documentation of AU–LAS correspondence, agreements, and meeting outcomes.
E. Other Responsibilities
Undertake any other duties assigned by the AU Permanent Representative related to the promotion of AU–LAS cooperation and Africa’s interests within the Arab region.
Academic Requirements and Relevant Experience
• Bachelor Degree in International Relations, Political Science, Peace and Conflict Studies, Public Policy/Diplomacy or related fields with five (5) years relevant professional experience in political analysis, peace and security, and intergovernmental relations at regional or international level.
OR
• Masters Degree in International Relations, Political Science, Peace and Conflict Studies, Public Policy/Diplomacy or related fields with two (2) years relevant professional experience in political analysis, peace and security, and intergovernmental relations at regional or international level.
Required Skills
• Strong knowledge of Africa–Arab political dynamics and strategic partnership priorities.
• Excellent analytical, drafting, and reporting skills.
• Demonstrated ability to coordinate and liaise effectively across institutions and departments.
• Proficiency in organizing high-level events and managing multiple priorities under pressure.
• Excellent communication and interpersonal skills, with sensitivity to multicultural and multilingual environments.
• High level of integrity, discretion and commitment to AU values.
• Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese and Spanish) is required. Fluency in particularly Arabic and English are highly preferred.

TENURE OF APPOINTMENT:
The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

REMUNERATION:
Indicative basic salary of US$ 31,073.00 (P2 Step1) per annum plus other related entitlements e.g. Post adjustment (48% of basic salary), Housing allowance US$ 19,103.64 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
