Purpose of Job

To lead the implementation of the Centre’s strategy on training and equipment related to counter-terrorism. The role involves developing and managing capacity-building programmes, supervising training content and material production, maintaining relevant databases, and ensuring efficient coordination with Member States and partner institutions

Main Functions

•    Develop and manage training and equipment programmes
•    Supervise training-related databases (training, expertise, and equipment)
•    Coordinate technical assistance initiatives for Member States
•    Guide the production of training manuals and educational resources
•    Build partnerships with relevant institutions and experts

Specific Responsibilities

•    Implement training and equipment strategies in alignment with the Centre’s mandate
•    Supervise the feeding and updating of training, equipment, and skills databases
•    Prepare reports on all training and equipment activities undertaken or funded by the Centre
•    Lead the drafting of the annual training programme in counter-terrorism
•    Coordinate with other research and study centres for cooperation and technical synergy
•    Supervise the creation and publication of training manuals, journals, and books
•    Develop training projects and capacity-building initiatives for Member States
•    Provide recommendations for training reforms with input from other program units and Focal Points
•    Establish and maintain contact with experts and researchers involved in training execution
•    Design training strategies adapted to evolving threats and regional/national needs
•    Monitor the various phases of training programme implementation with responsible institutes
•    Organize workshops, seminars, and symposia to support Member States and RECs
•    Ensure integration of communication and information security systems into training frameworks
•    Match training and equipment strategies with national, regional, and continental priorities

Academic Requirements and Relevant Experience

•    Master’s degree in Business Administration, Management or other administrative related fields with a minimum requirement of seven (7) years relevant work experience out of which three (3) years should be at supervisory level.

Or

•    Bachelor’s degree in Business Administration, Management or other administrative related fields with a minimum requirement of ten (10) years relevant work experience out of which three (3) years should be at supervisory level.
•    Experience in designing, managing, and implementing capacity-building, training, or operational equipment support programs in counter-terrorism, peace support operations, or law enforcement.
•    Experience in leading training departments in a national or international institution, preferably with operational responsibilities across multiple jurisdictions.
•    Demonstrated experience in equipment procurement, logistics, or technical assistance for law enforcement or counter-terrorism use is an asset.

TENURE OF APPOINTMENT:

The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

LANGUAGES:

Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory and fluency in another AU language is an added advantage

REMUNERATION:

Indicative basic salary of US$ 37,453.00 (P3 Step1) per annum plus other related entitlements e.g. Post adjustment (48% of basic salary), Housing allowance US$ 18,547.20 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
