Purpose of Job

The Head of Agriculture and Food Security Division will lead the development and implementation of policies, programs, and projects aimed at improving agricultural productivity, enhancing food security, and promoting sustainable Agricultural development on the continent. The position will oversee a team of professionals working on agriculture, food security, and the CAADP unit of the African Union.
 

Main Functions

•    Provide vision and direction to the Division, aligning with the African Union's overall goals and objectives.
•    Develop, review, and implement policies, strategies, and programs related to agriculture, food security, and rural development.
•    Oversee the implementation of programs and projects aimed at improving agricultural productivity, enhancing food security, and promoting rural development.
•    Coordinate the implementation of the Comprehensive Africa Agriculture Development Programme (CAADP) across member states.
•    Foster partnerships with RES, Member States, Development Partners, NGOs, Private sector entities to advance agriculture and food security objectives.
•    Identify and secure funding opportunities to support divisional programs and projects.
•    Provide technical guidance and support to member states on agriculture and food security issues.
•    Ensure effective monitoring and evaluation of programs and projects, with a focus on impact, efficiency, and accountability.
•    Represent the African Union in international forums, conferences, and meetings related to agriculture and food security.
•    Supervise and mentor a team of professionals working on agriculture, food security.
•    Prepare and submit reports to the African Union Commission and other stakeholders on divisional activities and progress.
•    Coordinate with other African Union departments and agencies to ensure a cohesive approach to agriculture and food security.

Specific Responsibilities

•    Support the implementation of policies, strategies and programmes on food security and nutrition under a multidisciplinary vision of the Malabo Declaration, including the upcoming Post-Malabo Declaration, SDGs, Agenda 2063 and the African Common Position of the UNFSS;
•    Develop work plans and prepare periodic reports on the implementation of AU Assembly and STC, ARDWE Decisions, policies, frameworks to enhance food and nutrition security;
•    Responsible to Develop, review, and implement policies, frameworks, guidelines , and strategies related to agriculture, food security, and rural development.
•    Initiate, maintain, establish and operationalize platforms for high level political engagements on food and nutrition security including coordinating the commemoration of the Africa Day for Food and Nutrition Security;
•    Work closely with AUDA-NEPAD and Regional Economic Communities to provide technical support to strengthen the capacity of Member States in the areas of food security analysis;
•    Provide overall guidance and management for the human, financial and material resources of the Agriculture and Food Security Division;
•    Build and strengthen strategic partnerships to harness technical and financial resources necessary for effective implementation of policies, strategies and programs;
•    Create and strengthen various forums for stakeholders' consultations, exchange of experiences, lessons, and capacity building; and represent the AUC in such forums.
•    Provides support to the Director of Agriculture and Rural Development in preparing statements, proposals, reports and other relevant tasks;
•    Oversees the development of mechanisms to enhance capacity for evidence based planning, implementation, monitoring and evaluation;
•    Oversees strengthening capacity in terms of skills development, and streamlined/enhanced organizations, networks, and systems;
•    Performs any other related duties as assigned by the Director of Agriculture and Rural Development.

Academic Requirements and Relevant Experience

•    A Master's Degree in Agricultural Sciences, Social Sciences, Agricultural Economics, Economics, International Development.
•    A certificate in food and nutrition security is an added advantage.
•    A minimum of seven (7) years experience at continental level on food systems and agricultural transformation of which three (5) years should be at managerial level.
•    A higher degree qualification would be an added advantage

TENURE OF APPOINTMENT:

The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

LANGUAGES:

Proficiency in one of the AU working languages (Arabic, English, French, Portuguese, and Spanish) and fluency in another AU language is an added advantage

REMUNERATION:

Indicative basic salary of US$  50,746.00 (P5 Step1) per annum plus other related entitlements e.g. Post adjustment ( 46% of basic salary), Housing allowance US$  26,208.00   (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
