Purpose of Job

The Principal Partnership Officer will be responsible for establishing and maintaining effective relationships with key partners, and donors to secure resources and support for Africa CDC's programs and initiatives as well as identifying opportunities for new partnerships, and providing strategic guidance to programmatic teams on partnership activities

Main Functions

  • Take technical and intellectual lead in the management of various elements related to the area of expertise.
  • Identify best practices and monitor effectiveness of the Office’s support to AU.
  • Provide support in the development of the strategies and business continuity plan and participate in/ensure their implementation.
  • Foster and ensure implementation of initiatives related to area of specialization.
  • Provide support in the organization of thematic networks, consultations and meetings on development cooperation and international relations.
  • Develop materials and provide necessary training and support to Organization Units as required.
  • Provide technical guidance on matters relating to system review and implementation project in area of specialization, as required.
     

Specific Responsibilities

  • Work on Partnership activities for Africa CDC including but not limited to development of Africa CDC Partnership Framework.
  • Supporting the development of strategic plans, planning and implementation of partnership and resource mobilization activities of Africa CDC.
  • Provide technical expertise on partner and private sector engagement issues and manage outreach to relevant stakeholders including bilateral & multilateral donors, private sector actors, NGOs, civil society organizations, and philanthropies.
  • Coordinate and engage with Project Leads to develop grant proposals and reports.
  • Identify primary entities interested in partnering with the AU and Africa CDC and facilitate information sharing and partnership development between potential partners and the AU and Africa CDC teams.
  • Leads all Partnership and Resource mobilization activities for Africa CDC and has the overall responsibility for has overall responsibility for the direction and coordination of the Partnerships team and will play a lead role in identifying potential partners and mobilizing resources for Africa CDC work. 
  • Lead the Strategic Planning and External Engagement efforts.
  • In collaboration with program teams, identify and follow up on linkages between donor strategies to Member States interests and play a key role in facilitating smooth communication between all stakeholders. 
  • Lead on identifying funding opportunities and matching them to division and program needs.
  • Will be accountable for reaching fundraising targets, ensuring the development and timely submission of high-quality project proposals as well as working in close collaboration with thematic area technical teams and other departments.

Academic Requirements and Relevant Experience

  • Master’s degree in public administration, Development studies, Public Health/Health Systems Management, International Relations, Strategic Management Public Policy, International Development or a related discipline and ten (10) years of relevant and progressively responsible work experience, at least six (6) of which should at expert and (3) years of experience at supervisory role.                       

          OR

  • Bachelor’s degree in public administration, Development studies, Public Health/Health Systems Management, International Relations, Strategic Management Public Policy, International Development or a related discipline or related fields and twelve (12) years of relevant and progressively responsible work experience, out of which six (6) years should be at expert level, and 3 (three) years at supervisory role.
     

Required Skills

  • Demonstrated skills in conducting systematic literature reviews, meta-analyses, cost-effectiveness analyses, budget impact analyses, and decision analytic modeling.
  • Proficiency in using statistical software such as STATA, R, SAS, or Excel for data analysis and presentation.
  • Excellent written and oral communication skills in English, with the ability to produce clear and concise reports and presentations for various audiences.
  • Knowledge of the health systems and policies of different countries and regions, especially in low- and middle-income settings.
  • Ability to work independently and collaboratively in a multidisciplinary team, manage multiple projects and deadlines, and deliver high-quality results under pressure.

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

LANGUAGES:

Proficiency in one of the AU working languages (Arabic, English, French, Portuguese, and Spanish) and fluency in another AU language is an added advantage

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 110,951.49  (P4 Step 5) inclusive of all allowances for internationally recruited staff, and US$  92,867.97 inclusive of all allowances for locally recruited staff of the African Union Commission.
