Purpose of Job

The Head of MIS Division will be responsible for overseeing the entire MIS division, implementing the digital transformation strategy, and ensuring that the MIS aligns with the Africa CDC's overall objectives and goals.

Main Functions

  • Supervises and manages the work of the Division to ensure their effectiveness.
  • Designs strategies and policies in order to address the pertinent issues in the relevant area.
  • Contributes to the development of the business continuity plan and ensures its implementation at division level.
  • Ensures risk management and mitigation.
  • Oversees the expansion and development of new and existing activities of the Division.
  • Addresses challenges relating to current practices in related field or relevant area.
  • Engages stakeholders within Members States and RECs in designing and implementing strategies.
  • Represents the organisation and explains its position at conferences, in respective area of work. 
  • Mobilises funds from donors and allocates them towards the implementation of strategies and activities of the Division, as appropriate.
  • Prepares periodic financial and budget execution reports and monitors budget execution at Division level.
  • Maintains a positive work environment that facilitates collaboration and information sharing and is conducive to attracting, retaining, and motivating diverse talent 
  • Develop and maintain operating rules and procedures. 
  • Develops and implements the Office’s medium and long-term goals and objectives 
  • Design and develop business continuity plan to address unforeseen circumstances 
  • Develop and oversee policy development and guidelines according to the organizations legal framework. 
  • Design policies consistent with the AU’s goal in order to address the pertinent issues in the relevant area. 
  • Promote awareness and training of best practices in area of expertise. 
  • Manages and supervises employees within the division, ensures the timely delivery of the Division’s goals and effective staff performance evaluation.

Specific Responsibilities

  • Develop and maintain broad knowledge of Africa CDC’s business and technology requirements and needs. 
  • Develop and maintain system plan including operational requirements, budget requirements and schedules. 
  • Develop and implement MIS policies to ensure data accuracy and security. 
  • Develop and implement standardized MIS procedures across all business applications. 
  • Develop process improvements for increased efficiency and cost effectiveness. 
  • Perform periodic maintenance and servicing of MIS systems to improve operational efficiency. 
  • Organizes and oversee the schedules of MIS staff, monitor MIS performance regularly to avoid unplanned outages and down times. 
  • Provide customer support for OS issues, network problems and software installations, etc. 
  • Conduct training on MIS activities to increase staff expertise. 
  • Supervise and motivate MIS team to work collectively and efficiently. 
  • Coordinate with MIS team to ensure that technology, infrastructure and operational requirements are met. 
  • Plan and manage upgrades of hardware and software systems. 
  • Track and monitor security of hardware and software systems. 
  • Recommend and implement new technology solutions to improve productivity. 
  • Coordinate with vendors to ensure that they meet project deadlines and that products meet quality standards 
  •  Analyze data to identify trends or patterns that could indicate problems within the institution 
  • Provide training to employees on new technologies or processes to increase productivity or efficiency 
  • Develop plans for the use of technology to support business operations, such as accounting systems or human resource software 
  • Foster coordination between Africa CDC Divisions through technology
  • Lead the MIS division staff, review staffing levels, identify HR gaps in the division and plan on adequate staffing levels in line with the regulations and rules
  • Train MIS staff and develop capacity
  • Monitoring employee performance and providing feedback to help improve performance over time 
  • Liaise with HR Division on issues linked to performance management for guidance on policy, as need be.

Academic Requirements and Relevant Experience

  • Master’s degree in Computer Science, Mathematics Engineering, Management, Business Administration, and related fields with twelve (12) years’ experience in the field of Information Technology; implementation and management of large-scale information systems of which seven (7) years should be at managerial level and five (5) years at supervisory level. 
  • Proven track record of management and technical leadership in delivering ICT services in offices located worldwide. 
  •  An ICT certification in ITIL, Project Management, CISCO, SAP and Security is an added advantage.

  • Depth knowledge of accounting theory, auditing standards, investigation guidelines, procedures and related techniques. 
  • Knowledge of auditing & investigation information systems and systems designs. 
  • Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese and Spanish); fluency in another AU language is an added advantage.

TENURE OF APPOINTMENT:

The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

REMUNERATION:

Indicative basic salary of US$  50,746.00 (P5 Step1) per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$  26,208.00   (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
